What does PATHS offer you ?

• A secure and sustainable rental, with tenants who have stable incomes, social rights equivalent to any other tenant, and who are looking for long‑term housing, helping ensure rent continuity and sustainable returns. 
• A free, simple and secure platform, allowing you to manage your listings and receive complete, authenticated and verified application files, saving you time in your tenant search. 
• Human support, with identified contacts before, during and after the rental process, to facilitate the rental relationship and answer questions when needed. 
• A solidarity‑based initiative without constraints, contributing to a spirit of solidarity with refugees and supporting a more inclusive rental market, while remaining fully compatible with standard private rentals and your usual rental practices. 

Private landlords

Whether you rent directly or through an agency, you receive support for your rental project thanks to IOM’s network of partners. 

We do not impose any tenant choice or specific rental conditions: landlords retain full decision‑making authority and full control over the contractual framework. 

Refugees benefit from a legal status recognised in France. 

This may include: 

• International protection, established under the 1951 Geneva Convention and granted by the French Office for the Protection of Refugees and Stateless Persons (OFPRA), 
• or temporary protection, notably for people from Ukraine, recognised by the local authorities. 

This status grants refugees a residence permit valid for 4 to 10 years, allowing them to settle legally and sustainably in France. 

As such, refugees benefit from the same social rights as any other tenant, including health insurance, housing benefits (CAF / APL), the Housing Solidarity Fund (FSL), and standard guarantee schemes such as Visale, among others. 

Refugees aim to settle permanently in France and to build a stable life project. 

However, they still face numerous obstacles in their integration process, particularly when accessing long‑term housing: 

• language barriers, 
• sometimes limited social networks, 
• limited awareness of their administrative status among some landlords, 
• the absence of physical guarantors. 

As a result, many refugees with stable incomes still experience difficulties accessing long‑term housing. 

→ The PATHS project aims to remove these barriers by securing application files, supporting tenants, and facilitating the matching between landlords and tenants. 

To best meet the needs of all property owners, and since we do not directly provide property management services, we work closely with partner Social Real Estate Agencies (AIS) and Socially‑Oriented Real Estate Agencies (AIVS).
